Italian silver ex-voto eyes, surrounded by “filigree” scrollwork and with a loop on the bottom edge, perhaps to add a bit of decoration. The silver is tarnished to a soft pale gold, and also has very faint traces of candle wax in places, all to make for a beautiful patina.
